About Us
The Richard Carbaugh Hope Foundation is an organization founded by his mother, Gina
Carbaugh, in January 2014. The inspiration behind the establishment of the foundation is
attributed to Richard, and his dream to help and support those suffering from drug addiction.
His passion spawned from his own personal struggles and experience with addiction; which
made his desire to help others that much stronger.
Drug addiction can not only ruins lives, but take them as well. Across America, in both cities and
suburbs, heroin and related overdoses has become an epidemic. More specifically, Frederick
County has had alarming occurrences of overdose deaths as a result of heroin and opiate
related drugs. In 2013, Frederick County reported a 200% increase in fatal heroin-related

overdoses from the previous year. This trend is devastating to our community on every level-
and we must do everything possible to stop it from continuing.
Awareness activities are evidenced through several billboards located in counties which promote the Good Samaritan Law, Narcan/Naloxone administration, and the dangers of opioid use. We also use the social media which consists of our facebook and website along with performing medial interviews
Education is conducted by our members who speak and educate school administrators, students and staff on a regular basis. Many of our members attend state and federal level policy workshops and meetings to give feedback which addresses improvement in the current system fragmentation that is not conducive to the opioid epidemic. We testify at legislative hearings and educate legislators.
Family peer support services which includes treatment navigation, grief counseling, active use support program referrals and safe places to share without shame. Assisting in helping families to navigate insurance options and filing complaints
Addiction is an isolating disease, not only for the one with substance use disorder but for the family as well. Many of us joined RCHF for the connections to other families with similar experience and to know we are not alone.
The foundation’s purpose is to bring full awareness of the heroin epidemic to the public. We
recognize and aim to address the shortcomings within our current infrastructure which has
contributed to the drug problem we face today. The Richard Carbaugh’s Hope Foundation aims
to “Take Back Our Community and Help Save Lives”….Together we CAN make a change. Drugs

What is Maryland's Good Samaritan Law?
The law protects people who are doing drugs, see someone else in distress and call to get that person medical assistance instead of fleeing the scene.
This law encourages any person experiences or observes a medical emergency caused by alcohol or other drugs to seek medical assistance, without fear of arrest of porsecutions.
